No, has is not linking verb has is an auxiliary verb which use in the present tense and express about something happened in the present  and the verb has can come in 3 forms to each form specific use but had never come as a linking verb in the sentence

1-  present tense :   (My father has three brothers) .

2- past tense : ( I had  to arrive at the school at 8:00 am )

3-  present continuous : ( we are having a party today )
