Despite the fact that they do include water, clouds aren't actually formed of water vapour. You wouldn't be able to see them if they were. Clouds are made of either liquid or ice-like water. Water vapour, which is invisible, makes up a portion of the air we breathe. Visible clouds don't actually develop until the water vapour cools and condenses into liquid droplets or solid ice crystals.
