No, Turkey isn’t in the EU, although it signed a Customs Union agreement with the EU in 1995, it was known as a full membership candidate on 12 December 1999,  and the negotiations for its full membership were started on 3 October 2005, but on 20 February 2019, the accession talks are voted to be suspend by a European parliament committee.
