of course George Washington is the first head of the United Department, and commander in chief of the revolt that ended with the announcement of the secession of the United States from Britain  on July4,1776. He also presided over the convention that drafted the constitution, which replaced the Articles of Confederation, and created the office of president.

The Electoral College elected  Washington unanimously as president in 1788, who served two presidential terms.
