No, however shouldn’t be capitalized after a semicolon, but if it comes at the first of the sentence, it should be capitalized.After semicolon only proper nouns should be capitalized, and however isn’t a proper noun.

Examples: she wanted to attend the meeting, however she didn’t come early.

However she passed the exam, she didn’t study.
