No, Finland is not scandinavian as it's not on the Scandinavian peninsula but it's part of the Nordic region and shares a land border with Sweden and Norway, which are on the peninsula and with Russia which is not so, Scandinavia refers to the three countries of Norway, Denmark, and Sweden which are located on the Scandinavian peninsula but the Nordic countries include these three countries plus Finland and Iceland.
